Make it faction based, as in if you commit illegal acts in Caldari space you only lose standing with the Caldari State and related organisations. So you could pirate it up in, say, Gallente space and still be able to enter Caldari (and Amarr presumably) highsec systems.
This would mean a number of related changes (for the purposes of the examples, the player is at -10 to Gallente Federation and neutral to the Caldari State).
1. Concord exist purely as a retributive measure against aggressive acts in highsec systems. 2. It is the faction police/navies and them ALONE that attack a player in system providing he does not perform an aggressive act. 3. Sentry guns are owned by the faction whose territory they are placed in. If you engage someone the sentries regard as neutral or friendly, the sentries will engage you. If you engage someone the sentries are unfriendly to, the sentries will remain idle. This, in effect, would replace the general 'outlaw' status of pilots with regards to sentry aggression with one more in line with the new system. 4. A player entering a hostile highsec system is no longer at such extreme risk of being instantly destroyed. They can move about highsec with far greater ability providing they can survive the faction navies and the fact they other players will be able to engage them (since the navies and sentries see the player as an enemy, anyone engaging that player will remain safe from them and Concorde). 5. Players in a system hostile to them will be flashy red, as an indicator that they are fair game to other players and so that they still look awesome on the overview. 6. Faction navies and security forces should be powerful, but should not use e-war on the target. They should take considerable firepower to destroy and be able to put out good firepower of their own. A small, fast player should be able to use his speed and agility to evade them and a slow, heavily armoured player should still be able to tank/outfight them until he is able to warp off. Provided in both cases of course, that another player doesn't get involved and scram the criminal! Of course, doing so allows the criminal to shoot him without Concorde intervention but hey! He has sentry guns and faction navy ships assisting!
